Summary of Work:
The DOCR Chief Clinical Officer’s primary responsibilities include overseeing the behavioral healthcare provided in all DOCR prison facilities (including serving as the Mental Health Authority for DOCR and the Chief Research Officer); providing consultation to behavioral health departments within all state adult correctional facilities, transitional facilities, including contract partners, parole and probation, and other stakeholders as needed; overseeing community-based sexual offender treatment provided by a contracting agency; and oversight of the Free Through Recovery program for the DOCR. Other duties include:
- Provide clinical supervision to each facility’s Treatment Coordinator and clinical and administrative supervision to Psychologists, as well as to other behavioral health staff as needed.
• Design and implement behavioral health programs, including assessment protocols, behavioral intervention strategies, and group interventions.
• Maintain a caseload of individual therapy clients and provide group services on a limited basis.
• Determine continuous quality improvement protocols, including documentation audits and evaluations of clinical service delivery, and oversee their implementation.
• Complete psychological evaluations.
• Ensure that relevant data is used to evaluate program success and implement data-driven changes.
• Attend various stakeholder meetings and provide information regarding DOCR initiatives, as well as share information from the meetings with DOCR staff.
• Deliver testimony to legislative and interim committees.
• Serve as a member of the ND Behavioral Health Planning Council and participate in identifying, recommending, and implementing changes to the statewide behavioral healthcare system.
• Oversee community-based sexual offender treatment provided by a contracting agency.
• Oversee the DOCR’s implementation of Free Through Recovery by providing clinical and administrative supervision to the Free Through Recovery Clinical Administrator.
• Testify in civil commitment cases, as needed.
Minimum Qualifications:
Requires a Doctorate in Psychology and licensure or eligibility for licensure as a Psychologist by the ND Board of Psychologist Examiners, according to North Dakota Century Code Chapter 43-32, and at least three years’ experience as a Licensed Psychologist.

Master’s degree in judicial, public, or business administration or a related field; and 5 years’ experience in an administrative capacity, including experience in court or related administrative or professional work; or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
All educational credits must be granted from an accredited institution approved by the U.S. Dept. of Education.
PREFERRED QUALIFICATIONS
Experience working for or within a court system/structure would be preferred.
The selected individual will need experience in all facets of human resources and performance management, research and data, and public information/communication. They will also have general oversight of interstate compact for adults and juveniles.

Develops and oversees budgets for assigned areas of control; revises and enforces procedures for security and effective emergency/disaster response preparedness; assures required rounds and inspections of buildings, grounds, security equipment, sanitation, fire/safety systems are completed; responds to prisoner grievances and litigation; assures appropriate security classification and program classification placement of prisoners; assures that standards for the humane treatment of prisoners as set forth in applicable administrative rules, policy and procedure are satisfied; maintains effective labor/management relationships in accordance with bargaining unit contracts and agreements, assures that fair and consistent employee performance and disciplinary investigation measures are enacted to appropriately enforce employee work rules. This position functions as the financial specialist for Health Care related budgets in the Procurement, Monitoring and Compliance Division, of the Budget and Operations Administration, for the Department of Corrections. This position is responsible for the financial monitoring, reconciliation, forecasting, and reporting for the State of Michigan’s largest contract for Integrated Prisoner Health Care totaling over $715,000,000 as well as all other physical health, mental health and substance abuse contracts and appropriations. This Financial specialist is responsible for all financial activities including but not limited to performing complex revenue and expenditure analysis, monitoring, projecting and forecasting; researching, compiling, analyzing, and interpreting a variety of complex financial, legislative, and policy information; developing annual spending plans for some of the departments most complex appropriations; assigning and monitoring facility level annual budgets; monthly financial projections for all health care related appropriations. This position is responsible for complex financial information requested by Executive leadership, and legislative requests.
The selected candidate should have a bachelor’s degree in any major with at least 24 semester (36 term) credits in one or a combination of the following: accounting, finance, or economics and at least four years of professional experience equivalent to a Financial Analyst; including two years equivalent to a Financial Analyst P11, Accountant P11, or Auditor P11 or one year equivalent to a Financial Analyst 12, Accountant 12, or Auditor 12.
